Prices: Shasta Pools, January 2026. Lifespans: Shasta and Rosie on the House. The contractor you hire sets the actual price.

Darker finishes create a deep, lagoon look, but Rosie on the House notes they hold more heat and make the bottom harder to see. Always check a wet sample outdoors. Learn more about pebble pool finishes, quartz pool finishes and tile and coping.

Where can you drain a pool in Scottsdale?

Scottsdale's guidance is straightforward: pool water should never go to the street. The city says doing so violates local, state and federal regulations. You have two options.

  • Your landscape. Drain onto your own yard or desert landscaping, keeping the water on your property and out of storm drains. Wait three to seven days after chemical treatment, aim for a pH of 7 to 8, and move the hose often so water soaks in.
  • Your sanitary sewer cleanout. When there's more water than your landscape can take, as with a full drain for resurfacing, use the cleanout. Scottsdale's rule of thumb is no more than 50 gallons per minute. Check tubs and showers for backups and stop right away if you see any.

Keep pool water away from salt-sensitive plants. Scottsdale lists fruit trees, star jasmine, roses, jojoba and hibiscus.

Rules vary across the Valley. See how Scottsdale compares with other Valley cities in our side-by-side table of pool draining rules.

Can't find your sewer cleanout in Scottsdale?

Scottsdale describes the typical cleanout as two four-inch caps about a foot apart. But the city also says homes over 20 years old may not have one, and that it has no records of where cleanouts are on private property.

If you can't find yours, Scottsdale recommends a licensed plumbing contractor. Many pool companies deal with this regularly, so mention it when you request a quote. Our pool resurfacing FAQ also explains how to find a cleanout.

Scottsdale's page notes it may be out of date during a website transition. Check ScottsdaleAZ.gov for the latest rules before you drain.

Will a refill raise your Scottsdale sewer bill?

Scottsdale bases sewer charges on winter water use from December through February. If your post-resurfacing refill falls in those months, the city says you can submit a Sewer Charge Adjustment Request, due by August 31. Mark it on your calendar.

Pool resurfacing cost and timing in Scottsdale

Bundling a new finish with tile, coping or decking raises the total with each piece. To build a realistic budget, see our pool remodeling page and the pool resurfacing cost guide.

Arizona builders favor late fall through early spring for this work. Weighing the winter sewer billing window, many owners aim for fall. Nearby: Phoenix's drain and refill rules and pool resurfacing in Tempe.

Frequently asked questions

Can I drain my pool into the street in Scottsdale?

No. Scottsdale says pool water should never be discharged to the street and that doing so violates local, state and federal rules. Use your own landscaping for smaller amounts and keep the water on your property, or use your home's sanitary sewer cleanout for a full drain before resurfacing.

My older Scottsdale home has no cleanout. What now?

Scottsdale notes homes over 20 years old may not have a sewer cleanout, and the city doesn't keep records of private cleanout locations. The city recommends hiring a licensed plumbing contractor to locate or install one. Mention this to your pool contractor early, since it affects how they'll drain the pool.

How fast can I drain a pool into a Scottsdale cleanout?

Scottsdale's rule of thumb is no more than 50 gallons per minute into the sanitary sewer cleanout. That's a higher figure than the 12 gallons per minute Phoenix, Mesa, Chandler and Tempe recommend, so confirm the current rule with the city. Check showers and tubs for backups as soon as you start, and stop right away if water comes up.

Will a winter refill raise my Scottsdale sewer charges?

It can, because Scottsdale bases sewer charges on December through February water use. If you refill during those months, Scottsdale says you can submit a Sewer Charge Adjustment Request by August 31. Scheduling a resurface in fall avoids the question entirely.

What pool finish looks most upscale?

That's personal, but all-tile interiors and premium pebble or quartz blends are the most luxurious options. Tile reports the longest life at 25 years or more for porcelain, according to an Arizona builder, but costs the most. Ask contractors to show wet samples and photos of finished pools in similar settings.
